Background
Fortified Whole Grains (FWGs) represent a growing area of interest in addressing micronutrient malnutrition in school-age children. The Fortified Whole Grain Alliance (FWGA), in collaboration with ICRISAT and GAIN India, is working to integrate FWGs into state-level school feeding programmes – particularly under the PM POSHAN scheme – in Telangana. This initiative operates within a three-year implementation framework and seeks a technically qualified partner to lead policy analysis, stakeholder engagement, and advocacy support activities at the national and state levels.
About this RFP
GAIN India is seeking a Service Provider to design and implement policy analysis, stakeholder engagement, ecosystem mapping, and advocacy support activities aimed at facilitating the integration of Fortified Whole Grains (FWGs) into state-level (Telangana) school feeding programmes. The selected agency will work under the leadership of GAIN India and in close technical coordination with ICRISAT and FWGA.
Objectives
* Conduct a comprehensive landscape assessment of school feeding programmes including PM POSHAN, tribal schools, and relevant state-level models.
* Undertake supply chain and value chain assessments to evaluate the feasibility of incorporating FWGs into existing procurement and distribution systems.
* Map existing QA/QC systems within school feeding programmes and identify adjustments required to accommodate FWGs.
* Review relevant policy, legislative, regulatory, and procurement frameworks to identify pathways for institutionalizing FWGs.
* Develop knowledge products, policy briefs, technical notes, and advocacy materials.
* Support creation and facilitation of a consortium or multi-stakeholder platform around FWG integration.
* Strengthen advocacy efforts by building local voices and supporting structured dialogue at national and state levels.
* Support documentation, reporting, and milestone tracking aligned with donor reporting requirements.
